IFSC authority approved the International Financial Services Centres Authority (Banking) Regulations, 2020.

Important Points to Remember:

  • IFSC approved the draft banking regulations, which paves the way for putting in place the rules for the various aspects of banking operations that would be permissible at the IFSC.
  • The salient aspects of the Banking Regulations include:
  • Laying down the requirements for setting up IFSC Banking Units (IBUs)
  • Permitting persons resident outside India (having net worth not less than USD 1 Million) to open foreign currency accounts in any freely convertible currency at IFSC Banking Units (IBUs)
  • Permitting persons resident in India (having net worth not less than USD 1 Million) to open foreign currency accounts in any freely convertible currency at IFSC Banking Units (IBUs) to undertake any permissible current account or capital account transaction or any combination thereof under the Liberalised Remittance Scheme (LRS) of the Reserve Bank of India.
  • Laying down the permissible activities of IBUs including credit enhancement, credit insurance, and sale, purchase of portfolios, engage in factoring and forfeiting of export receivables, and undertake equipment leasing, including aircraft leasing.
  • Permitting the Authority to determine the business that a Banking Unit may be permitted to conduct in INR with persons resident in India and persons resident outside India, subject to settlement of the financial transaction in relation to such business in freely convertible foreign currency.

  • The Union Cabinet approved the Production-Linked Incentive (PLI) Scheme in the following 10 key sectors for Enhancing India’s Manufacturing Capabilities and Enhancing Exports.
  • The PLI scheme across these 10 key specific sectors will make Indian manufacturers globally competitive, attract investment in the areas of core competency and cutting-edge technology; ensure efficiencies; create economies of scale; enhance exports and make India an integral part of the global supply chain.

Union Cabinet approved Continuation and Revamping of the Scheme for Financial Support to Public-Private Partnerships.

Important Points to Remember:

  • The Union Cabinet approved Continuation and Revamping of the Scheme for Financial Support to Public-Private Partnerships (PPPs) in Infrastructure Viability Gap Funding (VGF) Scheme till 2024-25 with a total outlay of Rs. 8,100 cr.
  • The revamped Scheme is mainly related to the introduction of the following two sub-schemes for mainstreaming private participation in social infrastructure:

Sub scheme -1

  • This would cater to Social Sectors such as Waste Water Treatment, Water Supply, Solid Waste Management, Health, and Education sectors, etc.
  • These projects face bankability issues and poor revenue streams to cater fully to capital costs.
  • The projects eligible under this category should have at least 100% Operational Cost recovery.
  • The Central Government will provide a maximum of 30% of Total Project Cost (TPC) of the project as VGF and State Government/Sponsoring Central Ministry/Statutory Entity may provide additional support up to 30% of TPC.

Sub scheme -2

  • This Sub scheme will support demonstration/pilot social sector projects.
  • The projects may be from the Health and Education sectors where there is at least 50% Operational Cost recovery.
  • In such projects, the Central Government and the State Governments together will provide up to 80% of capital expenditure and up to 50% of Operation & Maintenance (O&M) costs for the first five years.
  • The Central Government will provide a maximum of 40% of the TPC of the Project. In addition, it may provide a maximum of 25% of the Operational Costs of the project in the first five years of commercial operations.
  • Since the inception of the scheme, 64 projects have been accorded ‘final approval’ with a Total Project Cost of Rs. 34,228 crore and VGF of Rs. 5,639 crore.
  • Till the end of Financial Year 2019-20, VGF of Rs. 4,375 crore has been disbursed.

Benefits:

  • The aim of the scheme is to promote PPPs in social and Economic Infrastructure leading to efficient creation of assets and ensuring their proper Operation and Maintenance and make the economically/socially essential projects commercially viable.
  • The scheme would be beneficial to the public at large as it would help in the creation of the Infrastructure for the country.

Australian Navy Ship Ballarat visited Goa.

  • Australian Navy Ship Ballarat, a frigate, made a port call at Mormugao Port, Goa on 10 Nov 20. The ship was received by officers from Headquarters Goa Naval Area and the Defence Advisor at the Australian High Commission in India.
  • After completing Phase I of quadrilateral Naval Exercise Malabar at the Bay of Bengal, Ballarat is proceeding to participate in Phase II of the exercise in the Arabian Sea. The ship would be leaving Goa on 13 Nov 20.
